Mine closures present significant challenges for communities that are economically reliant on large-scale resource projects. For Clermont and surrounding Central Queensland communities, the closure of the mine represents a major shift in local employment, economic activity, and community identity.

Social Impact Assessment for Moah Creek Wind Farm

Scope of the Social Impact Assessment

With a strong history of working alongside renewable energy companies, WPG combined its experience in the sector with an in-depth understanding of Central Queensland communities. The Moah Creek Wind Farm Project engaged WPG to undertake the SIA as a requirement of government regulations and to help guide the project’s design and delivery.

The SIA Process Involved:

Social Health and Impact Assessment for Park Ridge Hotel and Liquor Store

Wall Planning Group (WPG) was proud to be involved in the preparation of a Social Health and Impact Assessment (SHIA) for the proposed Hotel (Tavern) and Shop (Liquor Store) at Park Ridge.

The SHIA was prepared in support of the Community Impact Statement required for the Gaming Licence Application and in line with Council’s Liquor and Gaming Policies.

Town Planning Alliance engaged WPG to provide specialist expertise in assessing the social health implications and community impacts of the proposed development.

The outcome of this project was approval from Logan City Council.

The SHIA Process Involved:

Identifying and profiling the local community through statistical analysis.
Conducting engagement activities to understand community values and perspectives.
Assessing known and potential positive opportunities, such as economic and social benefits.
Identifying potential negative impacts, particularly relating to health and wellbeing, and recommending mitigation strategies.
Providing evidence-based recommendations to support decision-making and ensure alignment with community expectations and policy requirements.

Key Findings & Recommendations

The assessment identified both opportunities and risks associated with the proposed development. While the project was recognised for its potential to contribute to the local economy and provide additional community amenities, the SHIA also highlighted the importance of managing potential negative health and social impacts linked to alcohol service and gaming. WPG provided clear strategies to mitigate risks while maximising the positive benefits for the Park Ridge community.

The SHIA supported the project’s compliance with statutory requirements while demonstrating a proactive, community-focused approach to impact management. By

Social Impact Assessment for the Isaac River Coking Coal Project

The project, led by Bowen Coking Coal Ltd (BCC), required an SIA in response to a formal request for information issued by the Department of Environment and Science and the Isaac Regional Council.

Scope of the Social Impact Assessment

Our team at WPG undertook a thorough review of baseline demographic and social statistics and conducted community and stakeholder engagement to assess the potential impacts of the project. The assessment identified key positive and negative social effects associated with the development and formulated practical management strategies to address them.

Wall Planning Group was proud to be engaged in the preparation of a Social Assessment and Analysis for Cape Flattery Silica Mines, located in Far North Queensland. The project contributes to Australia’s strong reputation as a global supplier of high-quality silica, which is essential in the production of glass and other industrial products. Cape Flattery Silica Mines initiated the assessment process in response to statutory requirements under the State Development and Public Works Organisation Act 1971 and the Environment Protection and Biodiversity Conservation Act 1999. The goal was to understand and address the social context surrounding the project as part of the Environmental Impact Statement (EIS) process.

Scope of the Social Impact Assessment

WPG’s scope involved evaluating the social landscape of the communities within the Hope Vale region, with a focus on the town of Hope Vale and surrounding remote dwellings. These small and predominantly Indigenous communities presented a unique and important cultural and social context for the project.

Queensland's New Community Benefit System: A Game-Changer for Renewable Energy Planning

Queensland has introduced a Community Benefit system that fundamentally transforms how wind farms and large-scale solar farms are planned and approved. The Planning (Social Impact and Community Benefit) and Other Legislation Amendment Act 2025 (the PSICBOLA Act) commenced on 18 July 2025, which introduced amendments to the Planning Act 2016.

The amendments include a new community benefit system which applies to wind farms and large-scale solar farms. This comprehensive reform represents a significant shift in Queensland's planning framework. The new community benefit system requires proponents to undertake a social impact assessment and enter into a community benefit agreement.

What is the Community Benefit System?

The community benefit system seeks to ensure that developments contribute positively to the communities they impact and align with local expectations. The Community Benefit System comprises two essential components that work together and seek to create positive outcomes for the host community:

1. Social Impact Assessment (SIA) The SIA requires proponents to comprehensively evaluate how their project will affect local communities, examining both positive and negative impacts across areas such as workforce management, local procurement, housing availability, and community wellbeing.

2. Community Benefit Agreement (CBA) This system requires proponents to conduct a social impact assessment and enter into a community benefit agreement before lodging a development application.

Which Projects Are Affected?

The Community Benefit system applies specifically to:

All wind farms regardless of size
Large-scale solar farms defined as facilities that either generate 1MW or more of electricity from solar energy, or where solar panels and mounting structures occupy 2 hectares or more

The proposed changes to the Planning Act will apply to development applications and change applications (other than for minor changes) for wind farms and large-scale solar farms.

Key Changes to State Codes

New State Code 26: Solar Farm Development

This new code establishes assessment benchmarks specifically for solar farm developments. The new code seeks to ensure solar farms are subject to a rigorous assessment via the impact assessment process.

Updated State Code 23: Wind Farm Development

State Code 23: Wind Farm Development has been updated to ensure it alights with the change to State Code 26: Solar Farm development where appropriate.

Assessment Process Changes

Impact Assessment for All Renewable Projects

Applicable legislation has been amended such that renewable energy projects are subject to Impact Assessment, i.e. public notification requirements.

Wind farm developments are subject to assessment by the State Assessment Referral Agency (SARA).

The responsibility for assessing development applications for large-scale solar farms shifts from local governments to SARA.

Mandatory Requirements Before Application

The Community Benefit system introduces pre-application requirements that must be completed before lodging a development application:

Social Impact Assessment Report

Proponents must undertake comprehensive community consultation and prepare a detailed SIA report that:

Identifies and analyses social impacts on local communities
Assesses cumulative impacts from multiple developments
Proposes mitigation strategies through a Social Impact Management Plan (SIMP)
Complies with new SIA guidelines

Executed Community Benefit Agreement

The community benefit system requires a social impact assessment report and an executed Community Benefit Agreement (CBA) to be lodged with a development application for it to be properly made.

Types of community benefits could include:

Providing or contributing towards infrastructure
Making a financial contribution
A combination of both

CBAs are intended to be publicly accessible, and it is proposed that local governments will be required to report on the receipt and expenditure of any funds received as part of annual financial statement reporting.

Implications for Existing Applications

At commencement of changes on 18 July 2025, pre-existing applications are taken to be not properly made, unless the application is already subject to a call-in or direction notice under the Planning Act 2016. As a result, these development applications are required to be remade to the relevant assessment manager and are subject to the new community benefit system.

This means many applications will need to restart the process, incorporating the new SIA and CBA requirements.

Looking Ahead

Queensland's Community Benefit system sets a new standard for renewable energy planning.

For developers, this could mean longer approval timeframes and increased costs, but also the opportunity to engage with and create lasting positive relationships with host communities.

For communities, it ensures their voices are heard and that they share in the benefits of renewable energy developments in their areas.

As Queensland continues to transition toward renewable energy, the Community Benefit system seeks to ensure this transformation happens in partnership with local communities.

The project proposes the extraction of Vanadium Pentoxide over an expansive 8,800-hectare area. As Australia's leading developer of vanadium resources, Multicom aims to play a pivotal role in addressing both industrial and renewable energy demands.

As a critical mineral in the global shift to green energy, vanadium plays a key role in grid-scale energy storage and high-strength steel production. Its importance continues to rise due to its use in redox flow batteries, which enable the long-duration storage of renewable energy, and growing global demand—particularly in China, where building standards require higher vanadium content in structural steel.

Scope of the Social Impact Assessment

Our role was to evaluate how this large-scale resource project would affect nearby communities, traditional owners, stakeholders, and the broader region. This involved:

Wall Planning Group (WPG) was engaged by Toowoomba Regional Council (TRC) to conduct a peer review of the Social Impact Assessment (SIA) for a worker’s camp in the region.

WPG’s role was to assess the robustness of the submitted SIA by evaluating the completeness and clarity of information provided for public and Council review, the extent to which potential negative impacts were identified and addressed, the effectiveness of the proposed mitigation measures, and the adequacy of consultation with Traditional Owners, and other key stakeholders.

Key Findings & Recommendations

Following an in-depth review, WPG identified several areas requiring improvement to ensure a comprehensive and effective Social Impact Assessment. Our key recommendations included:

Enhanced Impact Assessment: The SIA should further explore both positive and negative social impacts, assessing their significance based on the specific lived experiences of the community and broader region.

Justification of Impact Ratings: The Impact Assessment Table and significance ratings need a thorough review to ensure ratings are realistic, justified, and reflective of all technical aspects of the Development Application (e.g., social consequences of increased traffic).

Strengthened Mitigation Measures: Strategies to address potential negative impacts should be further developed to align with community aspirations. Additionally, a robust Monitoring, Review, and Update Plan should be incorporated to track impacts across the project lifecycle.

Improved Community Engagement: The Engagement Program should provide clear evidence of inclusive, respectful, and meaningful engagement, particularly with Traditional Owners and Aboriginal representatives. Community concerns must be effectively integrated into the impact assessment and mitigation strategies.

Outcome & Impact

Our peer review provided TRC with valuable insights to enhance the decision-making process for this Development Application. By addressing the identified gaps, TRC can ensure a more thorough assessment of social impacts, leading to a balanced and informed approach to development. Queensland's Renewable Energy Code to Build Stronger Communities

In April 2024 the Queensland Government foreshadowed a mandatory renewable energy code of conduct to ensure communities get a fair share of Queensland’s renewable energy boom.

So, what is the scale of the boom for Queensland? Well, big.

Estimates in the Queensland Energy and Jobs Plan pegged the investment at $62 Billion between 2022 and 2035, creating 100,000 jobs. Renewable energy investment, approvals and projects will need to move without delay in the next 11 years to catapult Queensland from the current rate of 27% renewable energy production to the targets of 50% by 2030, 70% by 2032 and 80% by 2035.

The new code aims to set “Set standard for social licence and regional community priorities”. This includes “demonstrating tangible benefits for communities, and improvements to infrastructure, jobs, local economy, the environment and social fabric”.

The case for a new code is compelling. In February 2024, the Australian Energy Infrastructure Commissioner’s (AEIC) Community Engagement Review was publicly released and sent a strong signal that community engagement was not meeting community expectations. This included:

92% were dissatisfied with the extent to which project developers engaged with the local community
85% were dissatisfied with the explanations provided by the project developers in response to their questions
89% stated that the information they received from project developers was not relevant to the concerns they raised
85% of stated that their concerns were not addressed in a timely manner.

The code is currently being co-designed with industry collaborators and a Community/Customer Outcomes Group, supported by the Energy Charter and Queensland Renewable Energy Council. The code will require renewable energy developers engage genuinely with landholders and communities when developing, building and operating new generation and storage projects.

Renee Wall, Director of Wall Planning Group said ”The timing of this announcement by the government means that all planned and existing renewable energy projects in Queensland need to take a closer look at the social impact on community, and engage more deeply with communities before, and during the project lifecycle. Other large scale projects in Queensland’s many Renewable Energy Zones may also need to consider the cumulative social and community impact of their projects, alongside renewable energy projects.”

As the first state mandatory code of conduct for renewable energy developers the code will set the benchmark for Community Engagement policy in Australia.

Cattle Feedlot Approvals in Queensland

Cattle plays a massive part of Queensland's agricultural industry and economy. With the need for cattle feedlots growing, Wall Planning Group (WPG) have obtained approvals for numerous feedlot projects across Queensland. Need feedlot approval? Here is what you need to know.

Feedlots and Environmental Approvals

When submitting a feedlot development application for approval, it can be a little more time consuming than many people anticipate. Where a lot of development applications may only deal with local Council, approval for a cattle feedlot can involve meeting legislative requirements of multiple State Government agencies.

One prime example is an Environmental Authority (EA) . Cattle Feedlots exceeding 150 standard cattle units (SCU) are considered an Environmentally Relevant Activity (ERA) under the Environmental Protection Regulation 2019 and so require an Environmental Authority approved by the Department of Agriculture and Fisheries (DAF).

In addition, many farms are situated along state-controlled roads and railway corridors, others may have threatened species of flora or fauna, and some may have critical wetlands and waterways. These, and others, can require submissions of applications with the State Assessment and Referral Agency (SARA) .

This is why it is recommended that a town planner be hired to carry out the application process. WPG have the connections, knowledge, and experience to know exactly what needs to be addressed and how best to address it.

Our process for feedlot approval is:

Initial consultation with WPG - we get to know your project inside and out, getting to know all those critical details that are required for the application. This is also a chance for questions to be asked and to have the process explained.
Sub-Contractor Consultations - on your behalf, WPG arrange supporting material, such as plans and reports, from sub-consultants such as engineers and environmental specialists.
Pre-Lodgement Meetings with Council and State Government Agencies - These meetings are organised and hosted by WPG to identify site-specific requirements and triggers relating to the Development Application.
Site Visit with the Department of Agriculture and Fisheries (DAF) - This visit establishes further site-specific requirements for the development application and environmental authority of the feedlot.
Preparation and Submission of the Development Application - WPG consolidate all the requirements and information about the project to construct a concise and detailed development application that addresses all government department and Council legislation.
Submission of Local Council Application and Referral to State Assessment and Referral Agency (SARA) - the development application will provide responses to specific codes provided by the Council and SARA, which each will assess.
Submission of Environmental Authority Application - Relevant paperwork will be submitted to DAF for assessment and issue of an Environmental Authority.
Public Notification Period - if your project is identified as requiring public notification (usually when an impact assessment), this will be a short period during which the community is notified of the development and allowed to provide feedback that may impact your approval or approval conditions.
Decision Stage - Information Requests and Decision Notices will be issued, potentially with site- or project-specific conditions that must be met as a part of the development approval.

The Feedlot Approval Timeline

This process requires a lot of paperwork! There are forms to fill, Council and State Government fees to calculate and pay, designs to be prepared, technical reports to create, and the final Development Application report to write so that it sets out a clear assessment against the relevant codes and requirements.

Sound like a bit much? Leave it up to WPG to take care of it all for you! The approximate timeline for approval is as follows:

Preparation of the application - this may take around 4-8 weeks, depending on the level of technical requirements and difficulty.
Assessment of the application - as this is a complex application, the Council could take approximately 6 months to assess it, however its recommended to allow around 8 or 9 months as extensions to the timeline can occur depending on whether the Council issues an Information Request or an appeal needs to be lodged.
Assessment of the Environmental Authority application - this is, thankfully, a faster process. The reporting requirements are carried out by WPG, where practicable, while working on the development assessment. Once lodged and a confirmation is received that the application has been properly made, DAF can take up to 10 days to provide approval.

As a whole, the process could take as much as 9-12 months, variables dependent - WPG work hard to minimise that timeline!

Feedlot Approval Supporting Information

The most common supporting documentation required for a feedlot development application is:

Detailed Site Plans - these are prepared by a specialist consultant that will also help identify the best location based on the planning and environmental constraints.
Traffic Impact Assessment Report - these are prepared by a civil engineer and assess the impact that the feedlot could have on the surrounding transport network, identifying reasonable mitigation measures to address these impacts.
Stormwater and Effluent Management Plans - these are prepared by Agricultural Engineers to identify stormwater and effluent impacts and design mitigation measures to minimise and control impacts.
Natural Disaster Management Plans - If your property is identified on State and local mapping as having bushfire or flood risks associated with it, a management plan may be required. This can be organised by your town planner and/or a specialist consultant.

Things To Consider For Your Feedlot

Whilst the requirements for a feedlot will depend on the regulations tied to the specific site, there are still some important standard questions to consider, including:

Is your site suited to the capacity of SCU you have planned?
Do you have access to sufficient water on-site ?
How will effluents and run-off be dealt with?
What are the access routes and are new ones required?
Where will the trucks be travelling to and from?
Will this development increase traffic to site?
Will there be additional people on-site to consider in disaster management plans?
Are there regulated vegetations, at-risk species of wildlife, or waterways on the property?

Social Impact Evaluation for the Moreton Bay Indoor Sports Centre

Wall Planning Group (WPG) was proud to be part of the project team developing a Social Impact Evaluation (SIE) for the proposed Moreton Bay Indoor Sports Centre, a key venue for the 2032 Summer Olympics and Paralympics in Brisbane. The Moreton Bay Regional Council and The Mill at Moreton Bay engaged WPG to provide expertise on the social impact aspects of their Project Validation Report. WPG provided targeted recommendations to manage potential impacts and to maximise community benefit, ensuring the project aligns with both regional aspirations and Olympic requirements.

Outcome & Impact

The SIE formed a critical part of the submission to the Sports Venue Review, which recommended that the development proceed with an increased seating capacity. Notably, the facility achieved a rare GREEN rating—the only Olympic venue to date to have earned this distinction—demonstrating its exceptional alignment with community values, sustainability, and legacy planning.

This project highlights WPG’s expertise in delivering rigorous, community-focused evaluations for high-profile developments, ensuring projects achieve both immediate and long-term social value.

Clermont Showgrounds Revitalisation Master Plan

Wall Planning Group, in partnership with Isaac Regional Council, developed the Clermont Saleyards & Showgrounds Revitalisation Master Plan. The project was funded under the Queensland Government’s $1 million Jobs and Regional Growth Fund and aimed to provide a clear roadmap for the long-term improvement of the precinct.

The site is home to the Isaac region’s iconic Clermont Show, one of Queensland’s oldest and most celebrated regional events, which marked its 150th anniversary in 2018. Recognising both the cultural and economic importance of the showgrounds, Isaac Regional Council and stakeholders were eager to future-proof the venue and ensure its ongoing support for the region’s strong beef industry and broader community.

Scope of the Master Plan
The Master Plan was developed through a collaborative process involving:

Consultation with industry stakeholders and key user groups.
Numerous community and stakeholder engagement workshops.
A community-wide feedback survey to capture local priorities.
Presentation of report recommendations to Council for adoption.

Social Licence to Operate and Humanitarianism are two concepts that operate in different realms but share common ground in terms of societal acceptance and well-being.

While Social Licence to Operate primarily focuses on the acceptance and legitimacy of businesses or organizations within a community, humanitarianism revolves around promoting human welfare and alleviating suffering. Conversations comparing the two concepts have been a common theme in recent years, but what IS the overlap?

SOCIAL LICENCE TO OPERATE VS HUMANITARIANISM

Social Licence to Operate (SLO) refers to the level of acceptance, trust, and approval that a company or organization has from the community in which it operates. It recognizes the idea that businesses cannot function in isolation and need the support and cooperation of the community to thrive.

SLO encompasses various factors such as environmental responsibility, community engagement, ethical practices, and respect for human rights. It implies that organizations must not only comply with legal requirements but also go beyond them to gain social acceptance and demonstrate their commitment to the well-being of the community.

On the other hand, Humanitarianism is a moral and ethical framework that prioritizes the well-being and dignity of individuals and seeks to alleviate human suffering, particularly during times of crisis, conflict, or disaster. Humanitarian actions are guided by principles such as neutrality, impartiality, and independence.

Humanitarian organizations work towards providing assistance, protection, and support to vulnerable populations, regardless of their background, nationality, or affiliation. Humanitarianism is rooted in the belief that all human beings deserve respect, compassion, and access to basic necessities, regardless of the circumstances they find themselves in.

THE OVERLAP OF SOCIAL RESPONSIBILITY

Although Social Licence to Operate and Humanitarianism differ in their focus and scope, they converge on the importance of societal acceptance, engagement, and well-being. Both concepts recognize that organizations have a responsibility to contribute positively to society, either through their operations or through direct humanitarian actions. They acknowledge that the interests and needs of the community or vulnerable populations should be considered and prioritized.

While SLO primarily addresses the relationship between businesses and communities, Humanitarianism extends its reach to global contexts, responding to crises, conflicts, and natural disasters worldwide.

Much like Humanitarianism, Social Licence to Operate promotes sustainability and responsible practices. It encourages companies to adopt environmentally friendly policies, engage in fair labour practices, and contribute positively to the local economy. By doing so, organizations can foster trust, strengthen relationships, and ensure the long-term viability of their operations.

SLO PRACTICES IN PLANNING

The term “Social Licence to Operate” is one that, through mis-use in recent years, can inflame conversation about its true worth or usefulness as a part of the planning process. However, it’s important to note that it’s perhaps closer to being a concept than a regulation and still relies heavily on the ethics of a company or organisation to really build its worth.

Wall Planning Group incorporate the principal ethics of Social Licence to Operate in all their projects and, indeed, their mission for planning in Queensland: To build strong and sustainable communities through socially responsible planning and development practices.

We use detailed Social Impact Assessments to assist resource and renewable projects to make the right decisions regarding how their business impacts the community and how they can provide sustainable support to strengthen communities not only when they start production but also upon mine closure when major economic shifts can destroy a town.

The internet has become a critical business tool that has resulted in worldwide access to services, products, and information. This accessibility, along with rapid innovation, has created a commercial environment that allows remote teams to flourish. Wall Planning & Environmental Consulting is one of the many remote businesses that rely on online tools to provide quality services and meet deadlines.

We thought we would share some of the terrific online tools we use and take a look at how they help our business and how understanding our own needs has helped us find what works.

How Do We Know Exactly What We Need?

When you start a business, it’s hard to know everything you need from the get go. It’s once you settle into patterns, start developing standard operating procedures, and muck around a bit with the multitude of online tools that you get an idea of what you need.

It’s a different story for every business and business owner. With so many options out there, it just takes a little trial and error to find what works best for you. As a starting point, here are your most common types of online tool:

    Customer Relationship Management (CRM)
    Project Management

    Design & Publication

Customer Relationship Management

Customer Relationship Management, or CRM, software is used to manage relationships with customers through streamlined processes and communication tracking to ensure business relationships are nurtured and leads aren’t dropped. It’s a one-stop-shop for all your business contact details, notes, and workflow processes to make sure the needs of customers and stakeholders are met each step of the way.

HubSpot – Whilst this is not the CRM that WPE utilise anymore, it’s a fantastic and comprehensive CRM package that stores contacts and leads, helps create processes to maintain quality customer relationships, and has the capacity to handle a big proportion of your digital marketing needs, including online forms, email campaigns, social media, and website blog and landing pages.

Why did we stop using HubSpot? Simply because it was doubling up on things our other tools did and we just weren’t using it the way it was supposed to be used. It just didn’t quite fit our company.

Teamwork CRM – This is the CRM software we are currently using. We already utilised Teamwork for project management and the simplicity of the software suits our needs, so it felt natural to roll our CRM and PM into one neat package! Whilst Teamwork doesn’t manage digital marketing, it does maintain contacts and leads, track opportunities and client communication processes, syncs with your email, and tracks products sold to customers. Having this seamlessly mesh with our project management system makes life so much easier!

Project Managemen t

Project Management, or PM, software is a must have for any business. This software is used to track a project and its individual tasks from beginning to end to help ensure deadlines are met and everything that needs to be done IS done.

Teamwork – Teamwork is a great, user-friendly PM system to use. Within the project, we can assign team members, maintain shareable notes about the project, track progress, and track project budget. Teamwork allows us to plan our workloads, assign tasks, and track our time. What we also think is cool are the integrations available for things like invoicing and linking to project folders in programs like Google Drive and Dropbox.
Digital Marketing

Digital Marketing

This section really covers a broad spectrum of different software available out there, but we’ve included it to highlight how differently things can be done to suit a business.

Social Media Posting – Originally, we utilised HubSpot for everything. And it was great for straightforward posts on LinkedIn and Facebook. However, as we delved deeper into all the cool and interesting things you can do on LinkedIn, such as polls, we realised those functions weren’t available via HubSpot. We now post and schedule directly to LinkedIn and Facebook.

Website Forms and Landing Pages – Again, we originally utilised HubSpot for this. It particularly came in handy for us to create blogs, forms, and landing pages that were accessible for our outsourced website team to transfer the information onto our website. We now have onboard staff members who are skilled enough to make changes and write blog articles directly on WordPress and so do a lot of it ourselves! We get our website analytics directly from Google Analytics.

Email Campaigns – Once we had made the decision to shift to new software, we decided on Mailchimp for our monthly newsletters and announcements. It’s a really creative, simple piece of software for pulling together eye-catching and engaging communications. It also has an easy-to-understand analytics section, so you can see what is working and what isn’t!

Design & Publications

We doubt this recommendation will be a revelation – it’s insane (and yet not) that Canva has become such a wildly popular and widely used design tool. Suddenly, small businesses are able to produce high quality posters, flyers, business cards and other publications when hiring a graphic designer isn’t a viable option. And it’s just so fun!

Aside from standard marketing publications, we also use Canva to create images for our newsletters, social media, website and blog articles. Recently, we started using Canva to create reports that require a lot of images and design features, such as Master Plan Reports. This allows us to provide something more dynamic that our clients can share with their stakeholders.

Did you know you can even create some merchandise on Canva, too??

Team Collaboration

Team Collaboration isn’t a specific type of software, however having a variety of platforms available for sharing information with other team members is a critical part of running a remote team.

Google Workspace – this is a great collection of productivity and collaboration tools that we use every day. Our company emails and calendars are accessed through Gmail and Google Calendar and we use Google Meet for our team video meetings (we can have meetings that go as long as we want). And that’s just scratching the surface of what is included!

Whilst we do use Microsoft 360 for the majority of our word processing, Workspace gives us access to things like Google Sheets and Google Docs when we need to edit documents in GDrive when we’re on the go.

Teamwork Spaces – This is, in essence, our intranet. We have created an environment that is user-friendly and gives our team access to our policies, service forms and templates, standard operating procedures, video tutorials, and lots more! It’s simple and clean and a really handy part of the Teamwork package.

Loom – This is a really fantastic and straightforward program for making things like short training videos through webcam and screen share. Whilst upgrading your access level will allow for longer recording sessions and more space to save videos, we’re really happy using the free version, which allows for 5-minute videos. This is actually really good because it keeps any training and information dissemination in digestible bite-sized chunks. We then save our videos on Google Drive where we have a ton of space and make them accessible through Teamwork Spaces.

Zoom – Whilst we do use Google Meet for our team meetings, whenever we need to record a meeting or training session, we use Zoom instead (recording is only available on Google Meet with specific packages). It’s also a great option for recordings that really need to be longer than 5 minutes. We’re doing great with the free version, keeping our videos to 45 minutes, but you can pay to extend the time limits.

Social impacts can include the increase or decrease of jobs, services, housing, and businesses within a community; however, the SIA also takes into account the less direct impacts such as housing market prices and economic patterns and how they will affect the community also.

The SIA gathers the critical data and variables to identify all the existing and potential impacts provides strategies to minimise negative impacts and nurture positive impacts. In Queensland, this tool is commonly associated with large industries such as mining when they come into or leave a community, but can be implemented across any industry and any type of ‘community’.

Master Plans

Isaac River Project – Social Impact Assessment

Wall Planning Group (WPG) was engaged by Bowen Coking Coal Pty Ltd to prepare the Social Impact Assessment (SIA) for the Isaac River Project, located 28km east of Moranbah in the Bowen Basin and 130km south-west of Mackay, Central Queensland.

Coal remains Queensland’s largest export commodity and a significant contributor to state royalties. Bowen Coking Coal is a major employer in the region, with more than 700 staff across its Queensland operations.

Scope of Assessment
The SIA prepared by WPG considered:

The potential social impacts and opportunities associated with the project.
The project’s role in supporting the regional economy.
Opportunities for local business and industry participation through the supply of goods and services.
Measures to address community concerns and maximise benefits for local stakeholders.

Approvals & Milestones
The project achieved key regulatory milestones, receiving a site-specific Environmental Authority from the Queensland Government in March 2022, followed by Federal Approval in May 2023.

Outcome

Once the original township of Clermont, the site was relocated to higher ground in 1906 following successive devastating floods. The site features a popular self-guided walking tour that highlights the town’s history, including flood and war memorials, and is bordered by three parks: Ivan Bettridge Park, Pioneer Park, and Centenary Park.

The Nebo Showgrounds are one of Isaac Regional Council’s most significant and frequently used recreational facilities, playing host to a wide range of community user groups and regular local activities. Recognising its importance, Isaac Regional Council (IRC), in partnership with Wall Planning & Environmental Consulting, developed a comprehensive Master Plan to guide the future of the precinct.

The Master Plan is designed to deliver dynamic economic and social opportunities that attract visitors from across the Region, the State, and beyond, while honouring and preserving the iconic agricultural heritage of the site.

Consultation Process

A strong focus on community and stakeholder engagement underpinned the development of the plan. This included:

Bluff Mine Stakeholder Engagement

Bluff Mine, an open cut mine located near the township of Bluff, 20km east of Blackwater in Central Queensland, recommenced operations in April 2022 under the ownership of Bowen Coking Coal. With direct rail access to the Port of Gladstone, the mine is expected to operate for 4 to 6 years.

Recognising the importance of strong relationships with the local community and stakeholders, Bowen Coking Coal engaged Wall Planning Group (WPG) to develop and implement a tailored Stakeholder Engagement Strategy.

Scope of Engagement
WPG’s role was to design and deliver a communication framework that ensured open, transparent, and constructive dialogue between the mine and the surrounding community. This involved:

Establishing clear engagement channels to share project updates and address concerns.
Liaising with key stakeholders including community members, developers, and all levels of government.

Mine Closure Planning: A Key Part of the ‘S’ in ESG

ESG i s proving itself to be an important corporate evaluation tool across all industries. It’s also an increasingly popular (and necessary) focus in the resources sector. Meeting Environmental, Social, and Governance criteria is fast becoming what sets competition apart and entices investors to provide critical financial backing for projects.

Environmental, Social, Governance (ESG)

Investors are increasingly seeking out companies that rate highly in terms of ESG; that is, the measurement of a company’s Environmental, Social, and Governance impact, adherence, and ethic. The reputation and transparency of a company has become an important part of the decision of investors in a world that is now scrutinised and discussed to the nth degree, on social media or in the 24-hour news cycle.

The troublesome part of the ESG tool is the measurement of the Social criteria. Environmental impact and Governance adherence is addressed and measured through stringent legislation and regulations set out for resources companies, including the Environmental Protection Act 1994, Mineral Resources Act 1989, and a company’s policies and Code of Ethics.

Meeting obligational, legislative, and ethical standards is part and parcel of extractives from the first day of planning until the day of closure. However, Social is a far more recent criteria for companies to address, and is certainly not fully woven into mine closure legislation, despite it being an ethical obligation in itself.

So, how can we measure something that is seemingly intangible?

Social Ethics in Mine Closure

When we think of extractives, coal mining is largely the first thing that comes to mind. This is largely due to the sudden race towards renewable energy, which has divided communities and stakeholders in their opinions about the future of coal in Australia. Investors are keenly aware of this division, which is why the social impact and reputation of a company in visibly volatile times can be what tips the scales.

Whilst the global demand for coal is high, mine closures still inevitably happen, and these closures are a critical moment in the development of a company’s reputation and social obligation. Acceptance of a company within its communities plays a big part in the success of current and future projects.

It comes down to the bottom line – investment potential. Investors are increasingly seeking out companies that rate highly in terms of ESG. Whilst each area of ESG is a standalone criterion, there is crossover and a reliance on each other for support and to form an overall reputational image. Governance and Environmental criteria have long been embedded in company strategy and operation. Social should be as well, at minimum in the form of Social Impact Assessments, not only in planning and during operation, but particularly in mine closure planning.

Communities benefit in so many ways from the coal mines they support. The economy gets a boost, jobs are created, infrastructure improves – then the mine closes and it’s all whisked away. These small communities cannot support the loss of jobs, loss of income, and damage to all the small businesses that provided services to the mines and their employees.

The key to social ethics in mine closure planning is proactive sustainability. Let’s not whip the rug out from under our communities – let’s leave a positive legacy.

Social Impact Assessments in Mine Closure

A Social Impact Assessment (SIA) is the formal process of understanding the social effects a project or company has on its communities. This process identifies the social issues of a community, the part the company or project will play within those communities and issues, and the action plan for enhancing positive outcomes and mitigating negative outcomes.

A SIA is about successfully becoming a PART of the community, helping that community to strengthen and grow, but also ensuring growth and development during the life of the mine is sustainable upon mine closure.

Glencore’s Clermont Mine Closure Preparedness Project

Glencore’s Clermont Mine is anticipated to close in 2027. Wall Planning & Environmental Consulting recently worked with Glencore to prepare the Social Impact Assessment for the Clermont Mine Closure Preparedness Project. Glencore’s mine closure planning protocol states:

“Social transition or mine closure recognises the risks associated with local dependence on the mine and consequently creates opportunities to encourage the development of sustainable post-closure options…This shall include:

(a) Identification of community concerns, needs, opportunities, risks and impacts associated with the site closure; and

(b) An outline of community strategies and social involvement plants focusing on enhancing socio-economic capacity, prosperity and sustainable development of the communities that avoids dependency on a Glencore Coal Assets Australia Operation closure.”

As an integral part of the SIA, we held comprehensive engagement and community consultation that included workshops, mine site tours and focus groups to understand the views of the community and inform Glencore’s activities in preparing for closure.

The SIA addressed the following key issues:

    Health and Community Wellbeing
    Community and Stakeholder Engagement
    Housing and Accommodation
    Local Business and Industry
    Employment / Workforce

While 2027 is still a while away, the project includes ongoing collaboration with Glencore to design and deliver the Social Impact Management Plan (SIMP) that addresses workforce management, housing management, health and community wellbeing, local business and industry and adaptive reuse of infrastructure.

Measuring the Intangible

It’s certainly not unreasonable to point out that the social aspects of a community can be complex and aren’t something that can be easily measured on a scale. The subtle and incredibly personal nuances of each community dictate that social measures need to be highly tailored to suit the community and increase positive impacts.

It may not be truly possible to measure social impact on a scale, but strict criteria should be addressed to ensure that companies and projects are properly accountable for the impacts they have on their host community.

The ‘measurement’ of the criteria is, perhaps, more of an action plan:

Familiarity

    Have you thoroughly researched all social aspects of your community?
    Do you believe that you truly understand and know your community?
    Are you continually being an active part of your community?

Accountability & Responsibility

    How ARE you socially impacting your community?
    Is your impact positive or negative?
    How can you address and MITIGATE the negative impacts?
    Are you transparent within the project and role in your community?
    Are you taking responsibility for both positive AND negative impacts?
    Are the positive impacts on your community SUSTAINABLE?
    What happens to your community after your project is gone?

Notice how I said ‘ your community’? The simple truth is this: If you are impacting a community in any way, then you are a PART of that community.

You’re squarely wrapped up in the complex web of connections. The role of a company in a community should be to strengthen the web by boosting positive, sustainable social impacts and community involvement.

It can be easy to forget that the community that makes up the web is actually also a part of a larger web. How you impact even a tiny community can have a profound impact on your future projects and place within the larger web, too.

So, What’s Next?

ESG is definitely ‘front of mind’ at the moment. Standards Australia is in the process of creating a measurable criteria for social impact, highlighting its critical value. Mining companies around the world, like Glencore, are beginning to expand their use of Social Impact Assessments to look beyond the life of the mine and their continued impact on their communities.

With the rapidly growing development of a collective social conscience, the goal is that there be mandatory accountability for social impact in the resources sector – not just in the development and life of the mine, but beyond closure.

Effective engagement of your target audience or stakeholders can seem like an impossible task at times but it’s absolutely critical to the success of any project or business strategy. Where once it was a case of providing information to a community or stakeholder group, now the active involvement of community and stakeholders can make or break the project.

Let’s break down effective engagement into digestible chunks to understand how to develop strategies that will work for you.

WHAT IS EFFECTIVE ENGAGEMENT?

Effective engagement is about more than getting the attention of your audience. It’s the building of relationships with, and understanding of, the community or stakeholders encompassed by a project.

At the heart of your audience’s interest in your project is the mother of all questions, “What’s in it for me?”. Effective engagement is the process of knowing your audience, what they want or need, and delivering a community-informed solution to them.

SHUT UP AND LISTEN – KNOW YOUR AUDIENCE

A strategic mistake commonly made is to tell an audience what they need. A ton of work will go into a great idea, which is excitedly put out there only to be met by crickets. How did it go wrong? Put simply – your audience never asked for it. You’ve either misunderstood your audience or you’ve chosen the wrong audience.

This project isn’t about you.

In the context of community engagement, truly knowing the community is what makes the difference. You can’t effectively engage a community without knowing who they are.

Demographics

Demographic statistics are important, but only as a starting point for engaging your audience. Think of it as reconnaissance. Find the stats that are important for the community and your project – stats that clearly link your project to the community.

What is the median age? What are education standards? What are the key industries? What is the unemployment rate? What are the prominent issues? This groundwork is what gives you a launching pad to approach the community in a way that encourages discussion and meaningful engagement.

This remains true for all types of ‘communities’, whether it’s a particular industry, a group of stakeholders, or a social media following. If your audience have a common bond, they are a community. Once you have that community’s base information in hand, you can begin to gather more personalised data.

Getting Into Specifics

This step is the true start to effective engagement. You got your background information and starting point – now it’s time to get in there, shut up, and LISTEN. Gauge what your audience wants or needs through some of the tried-and-true techniques, including:

Surveys and Questionnaires;
Community Consultations and Information Sessions; and
Focus Groups and Committees.

Engagement is about being involved. A community wants to know that they are not only heard and understood, but also involved in their own destiny. It’s important to note that surveys and questionnaires are great for getting additional information, but you’re more likely to get higher quality feedback and animated, shared discussion through consultations and focus groups.

Don’t Clam Up or Vanish

You’ve listened to them and garnered some terrific insights about your audience and what’s important to them – don’t leave them hanging!

Effective engagement is about building relationships, not dumping and running. Your audience wants PROOF that you have listened to them so it’s important to remain transparent. Present to them what you’ve learned and show them that what you are proposing or offering can solve their issue. That ongoing cycle of informing and receiving feedback is how you can perfect your project to be something valued by your audience.

Those updates are also a useful tool for maintaining the interest of your audience. Go quiet for too long and you can be forgotten, which can negatively impact the roll out of the project, product, or service. Keep up that momentum and be visible!

Be a PART of the community. Continue to have an approachable, informative presence in the community through online forums, local markets and expos, sponsorships, and other community activities.

Practical Quality Over Flashy

Your effective engagement strategy will be guided by your budget. You’ll find that most engagement options are relatively low in cost, you just need to have the time to carry them out and follow through.

That’s not to say that you can’t think outside the box. If you know your audience well enough, you can create some incredibly engaging activities, but there is some risk involved as these activities can rely heavily on how well you know your audience. The truly important thing is that you and the community benefit from the activity.

You don’t need to have giant balloon arches, pyrotechnics, celebrities, and massive cash giveaways. What you do need is the ability to listen to your audience, make them feel heard, and give them solutions and answers that they need.

Concrete and Landscape Business
For a concrete and landscaping business that has been operating for over two decades, WPG successfully addressed public objections during the notification process. By demonstrating the operation’s value as a resource and service provider to Longreach and surrounding areas, and aligning the project with the strategic intent of the industry zone, WPG secured approval within just 3.5 months.

Electrical Business Expansion
WPG obtained approval on behalf of an established local electrical business seeking to expand. This included a Development Permit for Material Change of Use (Impact Assessment) and Reconfiguring a Lot (1 into 2 lots) to create a new industrial warehouse. Approval was achieved within 3 months, supporting the business’s growth and ongoing contribution to the regional economy.

Caravan Park Development
A visionary project proposed the creation of a caravan park with 150 sites, multiple amenities, camp kitchens, and recreational facilities overlooking the Thomson River. Despite challenges such as land access, road openings, flood hazard management, and stormwater issues, WPG navigated the complexities with the State Government and Council. Development approval was secured, along with negotiation of an infrastructure agreement for road construction and water supply. The project is set to enhance the region’s tourism assets and provide long-term benefits for the community.

Wall Planning Group (WPG) was engaged to undertake a Social Impact Assessment (SIA) for the Clermont Mine Closure Preparedness Project. This important assessment

laid the groundwork for an ongoing collaboration with Glencore to develop and implement a Social Impact Management Plan (SIMP) for the mine's closure. Recognising the complexity of mine closures in remote regions, the project aimed to balance community concerns with potential opportunities, ensuring that long-term sustainability and social wellbeing were at the heart of closure planning.

Mine closures present unique social and economic challenges for local communities that have long relied on the industry for employment, services, and identity. Understanding this, WPG approached the project with a deep commitment to meaningful engagement and sustainable development.

Scope of the Social Impact Assessment

WPG led an extensive engagement program to inform the SIA, including:

One-on-one consultation sessions with key stakeholders.
Consultation workshops to gather diverse perspectives.
A mine site tour to contextualise community feedback.
Focus groups to delve deeper into local priorities and concerns.

The core objective was to identify and assess the social impacts—both positive and negative—of the mine’s eventual closure, and to support the development of responsive

strategies that ensure a just transition for the affected community.

Key Findings & Recommendations:

The SIA highlighted a range of community concerns and expectations, such as potential job losses, reduced local spending, future land use uncertainty, and the emotional impact of closure. At the same time, opportunities were identified, including land rehabilitation, economic diversification, and new community partnerships.

WPG recommended:

A clear and transparent communication plan to keep stakeholders informed throughout the closure process.
Early investment in economic transition planning, including local workforce retraining programs.
Strategies to repurpose infrastructure and retain community amenities.
Ongoing stakeholder engagement to refine closure strategies and maintain trust.

The SIA has served as a foundational piece in shaping Glencore’s Social Impact Management Plan, helping to align closure planning with community expectations and regional development goals. Through meaningful engagement and balanced planning, the project has demonstrated the importance of integrating social considerations into mine lifecycle management.

Our Favourite Online Tools For A Successful Remote Business

We thought we would share some of the terrific online tools we use and take a look at how they help our business and how understanding our own needs has helped us find what works.

How Do We Know Exactly What We Need?

When you start a business, it’s hard to know everything you need from the get go. It’s once you settle into patterns, start developing standard operating procedures, and muck around a bit with the multitude of online tools that you get an idea of what you need.

It’s a different story for every business and business owner. With so many options out there, it just takes a little trial and error to find what works best for you. As a starting point, here are your most common types of online tool:

Customer Relationship Management (CRM)
Project Management
Digital Marketing
Design & Publication
Team Collaboration

Customer Relationship Management

Customer Relationship Management, or CRM, software is used to manage relationships with customers through streamlined processes and communication tracking to ensure business relationships are nurtured and leads aren’t dropped. It’s a one-stop-shop for all your business contact details, notes, and workflow processes to make sure the needs of customers and stakeholders are met each step of the way.

HubSpot – Whilst this is not the CRM that WPE utilise anymore, it’s a fantastic and comprehensive CRM package that stores contacts and leads, helps create processes to maintain quality customer relationships, and has the capacity to handle a big proportion of your digital marketing needs, including online forms, email campaigns, social media, and website blog and landing pages.

Why did we stop using HubSpot? Simply because it was doubling up on things our other tools did and we just weren’t using it the way it was supposed to be used. It just didn’t quite fit our company.

Teamwork CRM – This is the CRM software we are currently using. We already utilised Teamwork for project management and the simplicity of the software suits our needs, so it felt natural to roll our CRM and PM into one neat package! Whilst Teamwork doesn’t manage digital marketing, it does maintain contacts and leads, track opportunities and client communication processes, syncs with your email, and tracks products sold to customers. Having this seamlessly mesh with our project management system makes life so much easier!

Project Management

Project Management, or PM, software is a must have for any business. This software is used to track a project and its individual tasks from beginning to end to help ensure deadlines are met and everything that needs to be done IS done.

Teamwork – Teamwork is a great, user-friendly PM system to use. Within the project, we can assign team members, maintain shareable notes about the project, track progress, and track project budget. Teamwork allows us to plan our workloads, assign tasks, and track our time. What we also think is cool are the integrations available for things like invoicing and linking to project folders in programs like Google Drive and Dropbox.

Digital Marketing

This section really covers a broad spectrum of different software available out there, but we’ve included it to highlight how differently things can be done to suit a business.

Social Media Posting – Originally, we utilised HubSpot for everything. And it was great for straightforward posts on LinkedIn and Facebook. However, as we delved deeper into all the cool and interesting things you can do on LinkedIn, such as polls, we realised those functions weren’t available via HubSpot. We now post and schedule directly to LinkedIn and Facebook.

Website Forms and Landing Pages – Again, we originally utilised HubSpot for this. It particularly came in handy for us to create blogs, forms, and landing pages that were accessible for our outsourced website team to transfer the information onto our website. We now have onboard staff members who are skilled enough to make changes and write blog articles directly on WordPress and so do a lot of it ourselves! We get our website analytics directly from Google Analytics.

Email Campaigns – Once we had made the decision to shift to new software, we decided on Mailchimp for our monthly newsletters and announcements. It’s a really creative, simple piece of software for pulling together eye-catching and engaging communications. It also has an easy-to-understand analytics section, so you can see what is working and what isn’t!

Design & Publications

We doubt this recommendation will be a revelation – it’s insane (and yet not) that Canva has become such a wildly popular and widely used design tool. Suddenly, small businesses are able to produce high quality posters, flyers, business cards and other publications when hiring a graphic designer isn’t a viable option. And it’s just so fun!

Aside from standard marketing publications, we also use Canva to create images for our newsletters, social media, website and blog articles. Recently, we started using Canva to create reports that require a lot of images and design features, such as Master Plan Reports. This allows us to provide something more dynamic that our clients can share with their stakeholders.

Did you know you can even create some merchandise on Canva, too??

Team Collaboration

Team Collaboration isn’t a specific type of software, however having a variety of platforms available for sharing information with other team members is a critical part of running a remote team.

Google Workspace – this is a great collection of productivity and collaboration tools that we use every day. Our company emails and calendars are accessed through Gmail and Google Calendar and we use Google Meet for our team video meetings (we can have meetings that go as long as we want). And that’s just scratching the surface of what is included!

Whilst we do use Microsoft 360 for the majority of our word processing, Workspace gives us access to things like Google Sheets and Google Docs when we need to edit documents in GDrive when we’re on the go.

Teamwork Spaces – This is, in essence, our intranet. We have created an environment that is user-friendly and gives our team access to our policies, service forms and templates, standard operating procedures, video tutorials, and lots more! It’s simple and clean and a really handy part of the Teamwork package.

Loom – This is a really fantastic and straightforward program for making things like short training videos through webcam and screen share. Whilst upgrading your access level will allow for longer recording sessions and more space to save videos, we’re really happy using the free version, which allows for 5-minute videos. This is actually really good because it keeps any training and information dissemination in digestible bite-sized chunks. We then save our videos on Google Drive where we have a ton of space and make them accessible through Teamwork Spaces.

Zoom – Whilst we do use Google Meet for our team meetings, whenever we need to record a meeting or training session, we use Zoom instead (recording is only available on Google Meet with specific packages). It’s also a great option for recordings that really need to be longer than 5 minutes. We’re doing great with the free version, keeping our videos to 45 minutes, but you can pay to extend the time limits.

QCLNG Project – Operational Permits and Approvals Strategy

Wall Planning Group (WPG) was engaged by QGC to undertake a comprehensive Compliance Review of permits and approvals for the Operations Phase of the QCLNG facility on Curtis Island, Gladstone, Queensland.

About the Project
The QCLNG facility is one of Australia’s largest capital infrastructure projects, converting coal seam gas reserves from the Surat and Bowen Basins into liquefied natural gas (LNG) for both domestic and international markets. The Curtis Island operation includes a two-train LNG liquefaction plant, supplying cleaner, carbon-efficient fuel to Australia and global customers.

Our Role
WPG’s role involved a detailed review of existing permits and approvals to ensure compliance during the operational phase. This process was critical to:

Confirm that all regulatory requirements were being met.
Identify and manage risks associated with non-compliance.
Support the ongoing operation of one of Queensland’s most significant energy projects.

Outcome
Through our review, WPG provided QGC with the clarity and assurance required to maintain compliance across a highly complex approvals framework. This work helped safeguard operational continuity while supporting the delivery of LNG to markets in Australia and abroad.

Clermont Solar Farm (Epuron)

Wall Planning Group (WPG) was engaged by Epuron to facilitate the community engagement process for the Clermont Solar Farm Project in Central Queensland.

Our Role

WPG designed and implemented a tailored engagement strategy that included a well-attended community drop-in session. The session provided local residents with the opportunity to learn more about the project and share feedback directly with the project team. The event was also attended by Ms Michelle Landry MP and Mr Lachlan Miller MP, reflecting the project’s regional significance.

Impact

The feedback collected through this consultation was instrumental in shaping the project strategy and ensuring community concerns and opportunities were properly considered.

Clermont Medical Practice (Dr Sarah McLay)

Wall Planning Group (WPG)worked alongside Dr Sarah McLay to establish a new GP surgery in Clermont. With a strong vision to provide improved health and wellness services for the community, the proposed practice is designed to accommodate multiple doctors, nurses, and visiting specialists.

Our Role

WPG conducted a series of site investigations, assessing several potential locations to determine the most suitable site for the new practice. Following this, WPG took on the role of Project Manager, overseeing the setup and construction of the surgery to ensure delivery aligned with Dr McLay’s vision and community needs.

Community Impact

The establishment of a private GP surgery is a significant milestone for Clermont. Local residents now have access to enhanced medical services without needing to travel long distances, contributing to improved community wellbeing and stronger healthcare accessibility. The project has been welcomed with enthusiasm by the Clermont community, who eagerly anticipate the opening of the new facility.

Adani Rugby Run Solar Farm

The Rugby Run Solar Farm, located outside Moranbah in Central Queensland, is a 300MW renewable energy project. Development Approval was issued by Isaac Regional Council in May 2017, paving the way for one of the region’s most significant solar investments.

Our Role

Wall Planning Group (WPG) was engaged by Adani Infrastructure Pty Ltd to facilitate the stakeholder engagement process, working in partnership with Epic Environmental, the project’s lead approval team. Through effective collaboration, the Development Permit was achieved at minimal cost and with no significant delays to the project timeframe.

Community Engagement

WPG delivered a comprehensive engagement strategy that identified and addressed key community and stakeholder concerns. Our approach combined multiple engagement methods – from one-on-one meetings and drop-in sessions to online communication and media outreach – ensuring transparency and fostering trust throughout the development process.

Project Impact

The Rugby Run Solar Farm demonstrates the importance of proactive engagement during both the project development phase and construction. By identifying contentious issues early and applying facilitation and mediation techniques, WPG helped secure mutually satisfactory outcomes that supported the project’s overall success.
